If no devices work in the port, check inside your PC to see if the connection inside might just need to be replaced. This problem likely would solve the issue for instance for front USB ports, where two or more ports share a common connection to your motherboard. You may also check your case to see if a connection at the case between the ports 1) Reseat your GFX card. Take it completely out and put it back in. Maybe that was included by the comment "unplugged and replugged", but I can't tell for sure. 2) Make sure the second CPU power cord is plugged into your board. A PC has a large 12 pin ATX power connector that plugs into the motherboard.
Go to Power Options > Change Plan Settings > Change advanced power settings. Find USB Settings, then drill down to the USB selective suspend setting. Mouse and keyboard work fine in BIOS but once it boots to windows they shut off, same goes for all of the other 8 USB ports.
